This was just a probe to see how far they could get before being
stopped. Our cousins, the chimpanzees, do the same thing along their
borders to check if the other guys are still guarding their border.

I am reminded when a young Norwegian pilot landed a Cessna in Red
Square in the former USSR or when Flight 707 crossed into Soviet
airspace and the head of Soviet air defenses were executed. One gets
the impression that 9-11 was not an aberration, but rather proof that
there is no "homeland security" and that incompetence in Washington is
not punished, but rather it is rewarded. The fact that no heads
rolled in Washington demonstrates that the ungoverned zone along the
border is official White House policy.
